Rice Milling and Local Rice Processing in Nigeria (2026)

A rice milling business in Nigeria turns paddy into a product that wholesalers, supermarkets and caterers can buy in volume. The difference between a mill that keeps customers and one that loses them is usually quality: stones, broken grains, off-smell and uneven colour. This guide covers the main steps in local rice processing, the quality points that matter, equipment categories, packaging and how to reach bulk buyers. We do not quote costs, yields or profits, as they depend on your location, paddy supply and machines. We also leave out import-policy claims, which change; check the current position with the Nigeria Customs Service and the relevant federal ministry.
The steps in local rice processing
FAO's publication Rice in human nutrition (chapter on post-harvest processing, parboiling and home preparation) and the AfricaRice technology page for GEM parboiling describe the sequence in practice:
- Dry paddy. FAO says flash dryers suit a first drying to about 18 to 20 percent moisture, and that the generally considered safe storage moisture in the tropics is 14 percent.
- Clean the paddy. Remove stones, soil, chaff and floating, empty grains. AfricaRice's page describes winnowing and washing before parboiling.
- Parboil (optional but common in Nigeria). The AfricaRice GEM system soaks paddy, steams it for 20 to 25 minutes, and dries it to 18 percent moisture in the sun and then 14 percent in shade.
- Dehusk. Hullers remove the husk. FAO notes rubber roller hullers cause less surface bruising than other types.
- Mill and polish. A multi-pass mill removes bran and polishes. FAO says parboiled rice needs greater milling pressure.
- Grade and sort. Separate whole grains from brokens, and remove discoloured grains and stones.
- Pack and store. Bag the rice dry and store it away from moisture.
Read the sources at the FAO page on rice post-harvest processing and the AfricaRice GEM parboiling page on the IITA ProPAS platform.
Quality points buyers check
- Stones and foreign matter. FAO notes that threshing can mix stones and soil into paddy, so cleaning and destoning are not optional.
- Head rice. FAO defines head rice yield as the proportion of unbroken grains. Chalky grains and over-drying followed by moisture reabsorption increase breakage.
- Moisture. Keep paddy and milled rice at a safe level for storage; FAO gives 14 percent for the tropics.
- Colour and cleanliness. AfricaRice's page says its GEM system reported under 2 percent burnt grains and about 90 percent whole grains in its tests, compared with up to 24 percent burnt grains in traditional systems. Treat these as the project's reported results, not a guarantee for your mill.
- Smell and taste. FAO notes milled rice has the shortest shelf life because of fat rancidity, so avoid long storage of milled stock.
SON's 2024 to 2029 list of certified food products includes parboiled rice, Ofada rice and milled rice among its entries, so a certified standard route exists for rice. See our guide to SON MANCAP certification and NAFDAC registration, and confirm with each authority.
Reducing breakage and losses
FAO's chapter reports total post-harvest losses in rice of 10 to almost 40 percent, with stage ranges that include 1 to 5 percent in drying, 2 to 6 percent in storage and 2 to 10 percent in milling. The figures come from the sources FAO cites, not from Nigerian mills, but they show where care pays off. Two points from FAO are worth acting on. First, raising grain moisture to 14 to 16 percent with steam before milling (tempering) can improve head rice yield, and the milled rice may then need to be dried again to 14 percent for safe storage. Second, an Engelberg-type mill dehulls and mills in one step with more breakage than modern multi-pass mills, which collect bran and polish separately. Ask equipment suppliers which design they recommend for the paddy you buy and the grade you plan to sell.
Equipment categories for a rice milling business
- Paddy cleaner or winnower and a destoner.
- A parboiling tank and steamer. AfricaRice describes stainless steel tanks with tight lids in sizes for 20 to 100 kg of rice, with an improved stove.
- A dryer or a clean, raised drying surface.
- A huller, a mill or polisher, and a grader or sorter.
- Scales, a bag sealer or stitching machine, and a dry store with pallets.
Suppliers sell small combined mills and larger multi-stage lines. Choose capacity based on how much paddy you can buy dependably, and get written quotes.
Where paddy comes from, and why it matters
Paddy supply is the biggest operating risk for most mills, because the quality of the rice cannot exceed the quality of what you buy. Build relationships with farmers and aggregators, check moisture and cleanliness on arrival, and agree buying standards in advance. Dry quickly, since FAO lists drying and storage among the stages where losses occur.
Packaging and labelling for a rice milling business
Retail packs, often small bags with a clear label, are common for supermarkets, while wholesalers usually want larger sacks. The label should show product name, net weight, producer name and address, batch or date, and registration number once you have it. See packaging, labelling and shelf life for general principles.
Who buys local rice in bulk and how to reach them
- Wholesalers and distributors supplying markets and shops.
- Supermarkets that want branded, graded rice.
- Restaurants, caterers, schools and institutions that buy regularly.

Frequently asked questions
Is parboiling necessary? No, but FAO and AfricaRice describe it as hardening the grain and reducing breakage, which many Nigerian buyers use.
How dry should rice be? FAO gives 14 percent moisture as generally considered safe for tropical storage.
What equipment is essential? Cleaning, parboiling if you do it, drying, hulling, milling and sorting, plus clean packing.
Do I need NAFDAC registration? If you sell packaged rice under your brand, ask NAFDAC what applies to your product and scale.
