NAFDAC Registration for Food Products in Nigeria (2026)

If you make packaged food in Nigeria, NAFDAC registration for food products is the step that decides whether you can sell legally in Lagos, Kano, Ibadan or anywhere else in the country. The National Agency for Food and Drug Administration and Control (NAFDAC) says in its current guideline that a regulated product cannot be manufactured, imported, exported, advertised, sold, distributed or used in Nigeria until it is registered. This guide walks through how to register a food product with NAFDAC as the agency describes it, what documents to prepare, and where owners of small businesses most often lose time.

Everything below is based on NAFDAC's own published guidelines, read in October 2026. Rules, forms and fees change, so treat this as a map and confirm each step with NAFDAC before you pay for anything.

What NAFDAC registration covers

NAFDAC's Guidelines for Registration of Prepackaged Food Products Made in Nigeria (reference FR&RA-GDL-002-01, effective 1 March 2026, review date 28 February 2031) cover prepackaged food and feed made in Nigeria. Each product needs its own application. For example, a garri brand and a pepper-powder brand from the same factory would need two separate applications.

The same guideline says registration does not automatically give you permission to advertise. Advertising needs a separate application, so do not print billboards or run paid ads on the strength of a registration certificate alone.

The three steps in the NAFDAC process

The guideline describes registration in three steps:

  1. Step I: documentation. You submit the application and supporting documents, either by letter to the Director-General of NAFDAC (attention: the Director, Food Registration and Regulatory Affairs) or online. The guideline points online applications to the registration portal at registration.nafdac.gov.ng.
  2. Step II: review, inspection and laboratory analysis. After NAFDAC reviews your documents, it carries out a GMP (good manufacturing practice) inspection and laboratory analysis. Products then go to a Product Approval Meeting. Products that are not approved receive compliance directives that you must answer.
  3. Step III: certificate. Approved products receive a certificate of product registration carrying your NAFDAC registration number.

Documents to prepare for NAFDAC registration

The guideline lists these documents:

  • An application letter for product registration.
  • Evidence of business incorporation.
  • The batch formulation, where applicable.
  • Evidence of payment.
  • A contract manufacturing agreement, if someone else makes the product for you.
  • Evidence of brand name (trademark) registration in the owner's name, with the Trademark Registry of the Ministry of Industry, Trade and Investment.
  • Product labels or coloured artwork.
  • Comprehensive certificates of analysis.

Start the trademark early if you have not done it. Because the trademark certificate is on the document list, a brand that has never been registered can hold up an application. Our guide to product standards and certification for selling in Nigeria, Kenya and Ghana gives the wider picture of which certificates sit alongside NAFDAC.

Your factory must pass inspection first

Registration depends on the premises as well as the paperwork. NAFDAC's Food Safety and Applied Nutrition Directorate publishes a separate guideline for pre-packaged food facilities (reference FSAN-GDL-001-03, effective 22 October 2025). It says applications for inspection are submitted online through NAPAMS (napams.org), then payment is made through Remita and a hard copy of the letter and receipt goes to the directorate's liaison office in Isolo, Lagos, or to the nearest NAFDAC office. Inspection is then scheduled. An unsatisfactory inspection produces a non-conformance notice on NAPAMS and stops the process. A satisfactory one leads to registration sample collection and laboratory analysis, and the file then goes to the registration directorate.

Among the facility requirements that guideline sets out, as read in October 2026:

  • A minimum of four rooms: a cloakroom, a packaging material store, a production section and a finished product store.
  • A fenced premises, smooth and cleanable floors, walls and ceilings, insect screens, and self-closing doors.
  • Food-contact equipment parts made of non-reactive material, such as food-grade stainless steel.
  • Records, including standard operating procedures (SOPs), an equipment list, a process flow chart, a HACCP plan, raw material sources and staff training records.
  • Pest control or fumigation certificates and medical certificates for food handlers.

The guideline warns that an application will not be progressed where the attached documents are incomplete or inaccurate. Prepare the complete set before you apply.

Small and micro producers: check the scale rules

NAFDAC runs separate guidance pages for micro and small enterprises. Its micro-scale page (shown as current as of 11 January 2024) describes micro-scale food enterprises as having staff strength of 1 to 5 and lists products that are not eligible for micro scale, including meat, poultry, fish other than dried fish, milk and dairy, and fresh vegetables. Its MSME page adds that NAFDAC does not encourage the use of consultants and that anyone who uses one does so at their own risk. If you are a small garri, spice or snack producer, read both pages before you choose how to apply, and ask NAFDAC which category your factory falls in.

Timelines, validity and renewal

As read in the 2026 guideline:

  • Full registration is valid for five years. Listing registration is valid for two years.
  • You can start a renewal application six months before the certificate expires.
  • The processing clock stops when NAFDAC issues compliance directives, and an application is closed if you fail to respond to a directive within 90 working days.
  • Paying a fee does not give you registration status.

The guideline states a processing period in working days, but the figure in the text we read is not consistent with older NAFDAC documents. We have not repeated it here. Ask NAFDAC for the current figure and plan your launch date around the longer estimate.

What does NAFDAC registration cost?

The 2026 guideline gives no amounts and tells applicants to refer to the NAFDAC tariff. Older pages carry fee tables and temporary reductions that may no longer apply, so we do not quote any fee in this article. Fees change, so ask NAFDAC for the current tariff for your product and scale, and pay only through the payment route NAFDAC gives you.

After registration: selling and labelling

Once you hold a registration number, it must appear on every pack. Our guide to NAFDAC food labelling requirements explains what else goes on the label, and packaging, labelling and shelf life for agro exports covers the export side. If you plan to sell abroad, read NEPC exporter registration and the NXP form as well.

Frequently asked questions

Do I need NAFDAC registration to sell food in Nigeria? According to NAFDAC's guideline, a regulated product cannot be manufactured, imported, exported, advertised, sold, distributed or used in Nigeria until it is registered. Confirm with NAFDAC whether your specific product is covered.

How many products can I register on one application? NAFDAC's guideline says each product needs its own application form.

How long does a NAFDAC certificate last? The 2026 guideline says full registration is valid for five years and listing registration for two years, with renewal possible from six months before expiry.

Can I register a product that another company manufactures for me? The guideline lists a contract manufacturing agreement as a document where applicable, so contract manufacturing is contemplated. Ask NAFDAC how your arrangement should be documented.

Does Comilmart register products with NAFDAC for me? No. NAFDAC registration is between you and the agency. Comilmart is a marketplace, and we cannot register, approve or guarantee any product on NAFDAC's behalf.

Getting started

Once your NAFDAC registration is in motion, you can already prepare to sell. Apply as a supplier at /apply-manufacturer. The form asks for your company registration number, tax number, business licence upload, registration certificate upload, at least two sample product images, your company mission, vision and core values, and at least one B2B category. Applying is free, and review is stated on the form as taking about 24 to 48 hours. Choose the category that fits your products, and keep your NAFDAC documents ready for the buyers who ask for them. For a step-by-step view of finding buyers once you are listed, see how buyers find verified wholesale suppliers in Nigeria.

The bottom line on NAFDAC registration for food products: register each product separately, pass the factory inspection, keep your paperwork complete, and confirm the current rules and fees with NAFDAC at nafdac.gov.ng before you apply.
