How to Start a Wholesale Business in Ghana (2026 Guide)
Comilmart Team
October 21, 2026
Wholesale is the link between producers or importers and the many shops that sell to the public, which is why people keep asking how to start a wholesale business in Ghana. A wholesaler buys in volume, stores goods, sells in smaller lots to retailers and carries the risk of unsold stock and unpaid bills. The rules are not complicated if you are a Ghanaian citizen, but they change for foreign investors in trading. This guide covers registration, tax numbers, markets such as Makola and Kejetia, sourcing and the cost drivers to plan for. We do not give capital or profit figures, because they depend on what you sell. Fees and rules are as read on official pages in October 2026, and you should confirm them before paying.
Choose what you will wholesale
Start with one product group you understand and can store safely: for example packaged food, toiletries, household goods, stationery, building materials or phone accessories. Ask retailers what they struggle to get, how often they reorder and how they pay. A wholesaler who supplies the right goods reliably will beat one with more items but poor availability. Our guide to the best products to sell in Ghana and our post on finding verified wholesale suppliers in Ghana can help you shortlist.
Register your wholesale business in Ghana
A sole proprietorship, called a business name, is the simplest way to begin. The Office of the Registrar of Companies (the Registrar-General's Department) describes the process on its business registration page: check the name is available, complete and sign Form A, submit it at the Business Names Registration Counter, pay the processing fee at the in-house bank, and receive a certificate of registration and a certified true copy. As read in October 2026, the page lists a processing fee of GHS 130, an optional VIP service fee of GHS 650 in addition, and a mandatory annual renewal of GHS 70, payable at the office or through USSD *222#. It also states that a business name is a sole proprietorship with unlimited liability, meaning the owner bears all losses. Fees can change, so confirm with the office. Read the official business registration page and our guide to registering a business in Ghana.
If you plan to hire staff, take on partners or borrow, a limited liability company may suit you better. Ask a lawyer or accountant which structure fits your plan.
Tax registration: Ghana Card and TIN
The Ghana Revenue Authority (GRA) states that since 1 April 2021 the Ghana Card PIN has replaced the TIN for individual taxpayers, so an individual registers for a Ghana Card with the National Identification Authority and uses that PIN. For businesses, GRA says companies and other legal persons still use a TIN issued by GRA, and organisations that must register with the Registrar-General's Department can apply for a TIN only after registering there. GRA's tax registration page lists documents such as a certificate of incorporation or business registration, the Ghana Card of the owner or directors, business location details and financial statements, and says requirements vary by taxpayer. Businesses can register on the taxpayer portal or at a Taxpayer Service Centre. See the GRA pages on TIN and tax registration, and ask GRA or an accountant which taxes apply to wholesale trading.
Foreign investors: check the trading rules first
If you are not a Ghanaian citizen, read this section carefully. The Ghana Investment Promotion Centre (GIPC) states, citing Section 28 of Act 865, that foreign participation in trading requires a minimum investment of USD 1,000,000 in cash or goods and services, that foreign trading enterprises must employ at least 20 skilled Ghanaians, and that foreigners are prohibited from trading in markets, stores and stalls (the article was published in June 2020 and modified in June 2024). It also notes that selling goods in a market, petty trading and hawking are reserved for Ghanaians. A law firm summary of the Ghana Investment Promotion Authority Bill, 2026 dated 30 April 2026 reports that Parliament passed a bill that would change these thresholds, but that it had not yet received presidential assent and was not in force. Rules may have changed since, so contact GIPC before you commit money. See the GIPC page on retail trade.
Makola, Kejetia and other wholesale markets in Ghana
Wikipedia's list of markets in Ghana names Makola Market in Accra and Kejetia in Kumasi among the country's major street markets, and notes that each region has at least one major street market where goods and services are often priced lower than at smaller markets. Markets are useful for seeing what retailers buy and how prices move, but a wholesale business needs agreed supply, not only walk-in purchases. Visit several traders, compare quality and pack sizes, and ask whether they will supply you regularly. Treat any single description as a starting point and verify in person.
Where wholesalers in Ghana get their stock
- Local manufacturers and distributors. Good for packaged goods and fast-moving items; ask for price lists and delivery terms.
- Importers and wholesalers in the big markets. You can inspect goods and buy in smaller lots.
- Direct import. Order from overseas suppliers after calculating landed cost, which includes freight, duties, clearing and local transport. See our guides on importing from China to Ghana and calculating landed cost.
- Online B2B sourcing. On Comilmart, buyers can browse bulk listings with minimum order quantities and tiered pricing at /browse and post requests at /request-quotation. B2B suppliers arrange and pay for shipping and delivery, and we do not handle freight, customs clearance or duties.
Whoever you buy from, use a written order and check the supplier. Our supplier verification checklist and our explainer on MOQ are useful.
Cost drivers for a wholesale business in Ghana
Instead of one capital number, plan these items with real quotes: registration and renewal fees; rent for a storeroom or shop; shelving or pallets; opening stock; transport; staff; security; power if you handle cold or sensitive goods; and a cash reserve for restocking and delayed payments. The biggest hidden cost is credit. If customers take goods now and pay later, your money is stuck. Set payment terms in writing and start with small credit limits. Use our guide on how to price products for resale to build prices that cover your costs.
