Unga Manufacturers in Kenya: Maize Flour Wholesale Guide (2026)
Comilmart Team
October 13, 2026
Unga, or maize flour, is a staple in Kenyan homes, and unga manufacturers in Kenya sell to millions of households through shops, supermarkets and wholesalers in Nairobi, Nakuru, Eldoret, Kisumu and Mombasa. The market is crowded, so the millers who win wholesale buyers are the ones who combine consistent quality, a visible KEBS permit, fortification compliance and reliable delivery. This guide covers the KEBS route for maize millers, packaging, price tiers and how to approach wholesalers. We do not quote prices, margins or volumes, because they change with the season, the mill and the market; ask buyers for current price information.
Unga manufacturers in Kenya: what KEBS requires
KEBS's Certification Body FAQ describes the Standardization Mark as a mandatory mark for all locally manufactured products. According to KEBS's Quality Assurance FAQ, the mark is valid for two years and renewable, and the application runs through the KIMS portal at kims.kebs.org: sign up, pay the fees, undergo a factory inspection, develop and sign a scheme of supervision and control, and receive the permit after KEBS reviews the application. Permits are issued per manufacturing site and cannot be transferred. Our full guide, KEBS certification for food manufacturers in Kenya, covers the process step by step. Ask KEBS which standard applies to each of your flour products, because maize meal and fortified flour products may be covered by different standards.
The Food Fortification Mark for maize flour
The same KEBS FAQ describes a Food Fortification Mark that KEBS administers for the Ministry of Health. It calls the scheme mandatory and says it covers wheat flour and maize flour (with zinc, iron or vitamin A) and edible oil (vitamin A). The applicant must already hold a Standardization Mark or a Diamond Mark. The FAQ lists a fee of KSh 20,000 plus VAT per product, brand and site, valid for two years, in a fee schedule stored in KEBS's November 2024 upload folder. Fees can change, and KEBS says it must give at least two calendar months written notice of changes, so confirm the current schedule on the KEBS FAQ document and on KIMS before you apply. For small mills, read the KEBS inspection fee table in the KEBS Quality Assurance and Inspection FAQ, and ask which firm size category applies to you.
Quality control at the mill
Wholesale buyers return to millers whose flour is the same every time. Build a simple quality routine: inspect and record maize on arrival, reject damp, mouldy or insect-damaged grain, store grain off the floor in a dry, ventilated store, keep the mill and packing areas clean and dry, and record each batch with the date, grain lot and packing line. Keep samples from each batch. Ask a food laboratory about the tests your buyers and KEBS expect, including moisture, and test according to their guidance. Fortified flour needs an accurate premix feeding routine and records that show it; ask KEBS what evidence it expects.
Sourcing maize and planning around the seasons
A mill is only as steady as its grain supply. Millers in Nakuru, Eldoret, Nairobi and other towns usually buy from farmers, farmer groups and grain traders. Whatever your source, write a purchase specification (moisture, cleanliness, insect and mould damage), inspect every delivery, and keep lot records so a complaint can be traced to a batch. Plan your storage and cash flow for the months when grain is plentiful, and agree supply terms with buyers that you can actually meet in the months when it is scarce. For the wider topic of grain safety testing, see our guide on aflatoxin and food safety testing for maize and groundnuts.
Packaging and labelling unga
Flour needs packaging that keeps out moisture, pests and dust and survives stacking and transport. Consumers buy small packs; wholesalers buy larger packs or cartons of several small packs, so offer both and label the carton clearly with the contents, pack size, batch and date. Put your KEBS permit number on the pack, along with the details KEBS and the Kenya Standard for your product require. KEBS says a mark can be checked by SMS to 20023, through its website or app, or by calling 1545, so buyers can verify you quickly. Our article on packaging, labelling and shelf life explains how packaging affects shelf life, and ideas there apply to flour as well.
Selling for unga manufacturers in Kenya: wholesalers and supermarkets
Millers sell through four main routes: wholesale distributors who serve shops and kiosks, supermarkets and chains, institutional buyers such as schools and hotels, and direct sales through marketplaces. Each asks for something different. Distributors want a reliable delivery day and clear carton prices; supermarkets want a permit, a barcode where required and agreed terms; institutions want a quotation and a delivery schedule. Set price tiers by order size, using our guide to MOQs and price tiers, and see how pricing works for other staples in wholesale sugar, rice and cooking oil in Kenya. Buyers also read how to find verified wholesale suppliers in Kenya, so show your permits, mill location and production capacity honestly. Do not promise volumes you cannot supply year-round.
