How to Export Palm Oil From Ghana and Nigeria (2026 Guide)

Palm oil is one of West Africa's oldest trade goods, and buyers abroad still ask for it as crude oil, refined oil and kernel products. If you want to export palm oil from Nigeria or Ghana, the work is mostly paperwork, testing and buyer specifications, not just finding a container. This guide walks through crude versus refined oil, which agencies you deal with, what the official pages say about documents and quality, and the European Union rules that every serious buyer in Europe will ask you about. Everything below comes from official or standards-body pages, and anything we could not confirm is flagged rather than guessed.

Crude palm oil vs refined palm oil: which are you exporting?

Crude palm oil is the oil pressed from the fleshy part of the oil palm fruit, with its natural orange-red colour. Refined oil has been processed further, usually to remove colour, smell and free acids so it can be used as cooking oil or an ingredient. The international food standard for named vegetable oils (Codex Alimentarius, CXS 210-1999) defines palm oil as coming from the mesocarp of the fruit of Elaeis guineensis, and it sets different acid-value limits for refined oils and for virgin palm oils.

The practical point: decide which product you are selling before you approach a buyer. A cooperative with a small mill producing unrefined oil is selling a very different product, with different testing and different buyers, from a refinery producing bottled cooking oil. Ask every buyer for their written specification and compare it with what your own mill can reliably deliver.

Palm oil quality: acid value and free fatty acid

Free fatty acid (FFA) rises as fruit is bruised, stored too long or processed slowly, and it is the number most buyers watch. The Codex standard expresses this through acid value. It lists a maximum acid value of 0.6 mg KOH per gram for refined oils and 10.0 mg KOH per gram for virgin palm oils, along with limits for moisture and volatile matter (0.2 percent), insoluble impurities (0.05 percent) and soap content (0.005 percent). The page we read does not give free fatty acid percentage grades for crude palm oil, so we do not quote any here.

  • Harvest ripe bunches and get them to the mill quickly.
  • Keep a lab certificate of analysis for each batch you ship.
  • Agree the exact FFA, moisture and impurity limits in the sales contract, because buyers set their own.

Who regulates palm oil exports in Nigeria?

In Nigeria several agencies are involved. The Nigerian Export Promotion Council (NEPC) handles exporter registration, and its documents page lists what a formal export normally needs: an exporter certificate from NEPC, a signed export contract, quality documents, commercial documents such as the proforma invoice, commercial invoice and packing list, the Nigeria Export Proceeds (NXP) form issued by a commercial bank, and goods-movement papers such as pre-shipment inspection, certificate of origin and bill of lading. For processed and semi-processed food, the same page names a NAFDAC health certificate, and it names a phytosanitary certificate from the plant quarantine service for agricultural commodities. That NEPC page is dated 29 August 2020, so treat the list as a starting point.

NAFDAC has its own guideline for health certificates on processed and semi-processed foods. It asks you to apply at least three weeks before the planned shipment date, and NAFDAC inspects your premises and takes samples for laboratory testing before issuing the certificate. Whether your particular grade of palm oil falls under that route is a question for NAFDAC, so ask its ports inspection office before you book a vessel. Read the NEPC export documents and procedures page and then call the agencies.

Exporting palm oil from Ghana: Food and Drugs Authority checks

Because many readers ship from both countries, here is the Ghana side. The Food and Drugs Authority (FDA Ghana) says on its imports and exports page that food exports need a letter of intent, a packing list, a commercial invoice, a copy of the FDA product registration certificate and certificates of analysis, and that each shipment needs an approved export permit and a Manufacture and Free Sale Certificate. It also states that every palm oil consignment must be tested for Sudan IV dye before export. Sudan dyes are unauthorised colourings that have been added to red palm oil, so this test is not optional paperwork. Details are on the FDA Ghana imports and exports control page.

EU rules for palm oil imports: deforestation regulation and contaminants

The most talked-about European rule is the EU deforestation regulation (EUDR). The Council of the EU press release of 18 December 2025 confirms that oil palm is among the covered commodities, along with cocoa, coffee, rubber, soya, cattle and wood, and that application was postponed to 30 December 2026 for all operators. The European Commission's Access2Markets news page, dated 28 January 2026, repeats the 30 December 2026 date for large and medium-sized operators. A Commission simplification review was due by 30 April 2026, so the situation may have moved again since then. In practice, European buyers will ask for geolocation of the plots where your fruit was grown and proof that the land was not deforested, so start recording farm or plantation locations now. On food safety, a 2016 CBI note on vegetable oils (older than we would like) says EU contaminant limits are set in Regulation (EC) 1881/2006 and flags 3-MCPD and glycidyl esters as concerns. A newer Commission regulation, (EU) 2026/1825 of 29 July 2026, amends maximum levels for 3-MCPD and glycidyl fatty acid esters in certain foods. We could not confirm from the page which products it covers, so ask your buyer or an EU food-law adviser whether your oil is affected.

Common reasons palm oil shipments are rejected

  • Unauthorised dye such as Sudan IV. The CBI note says palm oil with Sudan 4 is still often rejected at EU customs.
  • Missing paperwork: no export permit, health certificate or certificate of analysis.
  • Oil that does not match the contract specification for acid value, moisture or impurities.
  • No traceability back to the farm or mill, which is becoming critical under the deforestation rules.

Finding and vetting palm oil buyers

Ask for a company registration, a trade reference, and a written specification before you quote.
