How to Export Avocados From Kenya (2026 Guide)

If you want to export avocados from Kenya, you will deal with two government bodies and one very strict season calendar. The Agriculture and Food Authority (AFA), through its Horticultural Crops Directorate, regulates the avocado trade and decides when fruit is mature enough to harvest and ship. The Kenya Plant Health Inspectorate Service (KEPHIS) audits and registers exporters and issues phytosanitary certificates. This guide explains how that works in practice, where GlobalG.A.P. fits, and what to expect from destination markets such as the European Union, based on official pages we could open as of October 2026. Who regulates avocado exports in Kenya: AFA and KEPHIS
The two agencies do different jobs:
- AFA (Horticultural Crops Directorate): licenses exporters and enforces the Crops (Horticulture Crops) Regulations, 2020. In its notice on the 2024/25 season, AFA said these regulations aim to ensure that only mature avocado is harvested and exported, so harvesting immature fruit is prohibited. AFA issues the season notices that open and close harvesting and export windows for different varieties.
- KEPHIS: KEPHIS describes itself as the body that assures the quality of agricultural inputs and produce. For exporters it runs the system audit and registration process, inspects consignments against the importing country's requirements and issues phytosanitary certificates, which it now issues electronically through its Integrated Export Import Certification System (iEICS).
How to register as an avocado exporter
KEPHIS publishes a "Procedure for registration as an exporter of agricultural produce". According to that document, you start with a written application to KEPHIS's Managing Director that includes:
- your HCD export licence from AFA,
- your company registration certificate,
- your KRA PIN certificate and copies of directors' ID documents,
- signed contracts with growers, if you work with them, and signed agreements if you source from other authorised exporters,
- farm locations, crops, acreage and target markets.
KEPHIS then carries out a system audit within ten working days of receiving the application. For growers and consolidators of perishable produce, the audit looks at documented procedures covering farmer recruitment, sprayer calibration, traceability, internal audits, pest management, produce safety and hygiene, waste disposal and more, and verifies actual practice on contracted farms, your own farms and supplier operations. The document says technical staff need a minimum tertiary qualification in agriculture, horticulture or a related field. For dealers in fresh fruits and vegetables, a produce sample goes to the KEPHIS laboratory for pesticide residue analysis after the field audit. Every company completes training on the Electronic Certification System (ECS) and is then registered on it.
In short: avocado exporting is not a licence you buy in a day. Budget time for the audit, build your record-keeping before you apply, and be able to trace each carton to a farm.
Harvest windows, maturity and inspection: what the AFA notice shows
Kenya controls when avocados may be harvested for export. AFA's notice on opening Fuerte avocado harvesting for the 2024/25 season is a good example of how this works (it is a past-season notice; the dates change every year):
- Sea-shipment harvesting of Fuerte and Pinkerton opened on 14 February 2025 after surveys; Hass was not yet ready in all major production regions.
- Fuerte and Pinkerton exports by sea needed only packhouse inspection.
- Hass exports by air continued with packhouse inspection, except for large own or contracted farms with enough mature off-season crop; Hass off-season sea exports from such farms needed both farm and packhouse inspection.
- Exporters caught shipping Hass by sea while declaring it as Fuerte to avoid farm inspection faced suspension of their export licences for the 2025 season.
The notice does not give a dry-matter percentage, so we are not quoting one. Ask AFA for the current maturity requirement for each variety, and do not rely on how the fruit looks. Mislabelling a variety, or shipping outside the open window, can cost you your licence.
Phytosanitary certificate for avocados: what KEPHIS says
KEPHIS says exporters must first obtain an import permit or the phytosanitary requirements from the importing country. Its inspectors then do the inspection work that leads to a phytosanitary certificate confirming the export meets the importing country's requirements. The standards KEPHIS checks include freedom from pests and disease, compliance with maximum residue levels, proper grading, absence of excessive moisture or mechanical damage, and packaging. Consignments that fail can be destroyed or prohibited from leaving the country. This is why pesticide spray records, sprayer calibration and pre-harvest intervals matter long before the fruit reaches the packhouse.
GlobalG.A.P. for avocado exporters
GlobalG.A.P. is a private farm assurance standard, not a Kenyan government permit. Its Integrated Farm Assurance (IFA) standard for fruit and vegetables covers food safety, environment, worker health and welfare and traceability from pre-harvest to post-harvest handling, and is open to producers worldwide, including producer groups and smallholders. Certification is audited annually by an independent approved certification body, producers must meet 100% of Major Musts and at least 95% of Minor Musts, and a certificate is valid for one year. Whether you need it is a buyer decision: some buyers ask for it, so ask your buyers before paying for an audit. Do not confuse it with the KEPHIS system audit, which is a legal registration step.
Destination market rules: the EU example
For the EU, the European Commission says certain plants and plant products entering the EU must be accompanied by a phytosanitary certificate issued by the exporting country's plant protection authority, with the covered fruit listed in Annexes XI and XII of Regulation (EU) 2019/2072. Consignments are checked at border control posts, and the Commission maintains a non-EU trade alert list of commodity and country combinations often intercepted with harmful organisms. The Commission page did not state avocado-specific measures for Kenya, so use the Commission's My Trade Assistant tool and your EU importer to confirm the current requirements for your product. Other destinations have their own import conditions, so get them in writing from the importing country's plant protection authority before you pack.
