Sunflower Oil Processing in Tanzania: Process and Markets (2026)

October 13, 2026
Sunflower is one of Tanzania's main oilseed crops, and sunflower oil processing in Tanzania ranges from village presses to large refineries. For a small or mid-size processor the opportunity is real, but so is the competition, and buyers can tell a well-made oil from a rushed one. This guide explains the process from seed to bottle, what decides quality, how TBS certification fits in, and how bulk and wholesale buyers are usually reached. It focuses on process, quality, market routes and cost drivers. It gives no yield, price or profit figures, because those vary by region, season, equipment and scale, and we could not verify them from an official source.
The facts below come from a World Bank policy note, FAO guidance on small-scale food industries and the Tanzania Bureau of Standards (TBS), read in October 2026. The World Bank note is based on a 2011 mission, so use it for how the value chain is structured rather than for current numbers.
Where sunflower is grown and processed
The World Bank note, The Sunflower Sector in Tanzania, says sunflower is the country's most important vegetable oil crop and that it grows well in the dry weather of the Central Corridor, where most growers are smallholders. It highlights Dodoma, where about half of farmers were involved in oilseed production at the time, and discusses Singida and Manyara as processing hubs where clustering efforts were under way. It describes a value chain in which smallholders grow the seed, often under contract farming, small processors make up the majority of oil extractors, and refining was concentrated in one operator. It also says there was no good linkage between big refiners and small processors, and that only a small minority of small processors held TBS certificates at the time.
That structure matters for you. If you are a small miller, your realistic routes are selling crude or filtered oil locally, supplying a refiner or packer, or building a branded product with proper packaging and certification.
Step 1: buy or grow good seed
Oil quality starts before the press. The World Bank note says seed quality is central and that high-quality seed can raise yields several times over, although limited supply and high prices held back adoption. It describes Quality Declared Seed and certified seed programmes. FAO's guidance on quality assurance for small-scale oilseed processing says the first quality check is to make sure incoming seed is properly dried and shows no sign of mould. Sample several bags with a probe or thief sampler before you buy, ideally before paying. Reject seed that is stained, dark or musty.
Step 2: store seed properly
FAO advises storing seed in a well-ventilated store, off the ground and protected from birds, insects and rodents. It warns that aflatoxin-producing moulds can grow on seed that was inadequately dried or absorbed moisture in storage. For a processor in Singida or Dodoma, that means paying as much attention to the store as to the press: pallets, a roof that does not leak, and first-in, first-out stock rotation.
Step 3: dehull, press and filter
According to FAO, sunflower seed needs de-husking before extraction. Seeds are milled and usually heated in a cooker, which breaks the oil-bearing cells, and the oil is pressed out in a mechanical expeller, leaving fibrous cake. Crude oil contains moisture, dirt, natural gums and other compounds. FAO describes a simple small-mill routine: let the oil settle in closed drums for a few days, decant or siphon it off, then pass it through a fine filter cloth. It adds that refining needs depend on the oil type and the target market. If you want to sell to supermarkets or institutions, ask them what level of filtering or refining they expect before you invest in equipment.
Step 4: package and store the oil
FAO recommends that finished oil be stored in sealed, airtight tins or bottles, protected from light and kept somewhere cool. Light, heat, moisture, moulds, enzymes and metals such as copper and iron speed up rancidity, according to the same guidance. It notes that high rancidity often traces back to stale raw material and that small processors can check stocks by taste and smell, since chemical tests are costly. Choose clean food-grade containers, label every bottle clearly, and keep batch codes so that you can trace a complaint back to a day and a lot. Our guide to packaging, labelling and shelf life covers label basics.
Sell the by-product: sunflower cake
Pressing leaves seed cake. The World Bank note says it is used as livestock feed. FAO adds that where aflatoxins are present they tend to concentrate in the oil cake rather than the oil, which is another reason to control the quality of seed coming in. If you sell cake to feed buyers, tell them what seed it came from and how it was stored.
TBS certification and registration
The World Bank note links oil quality to TBS standards and notes that awareness of them was low. TBS's product certification page describes a standard mark licence and a tested product certificate: you apply through the electronic i-SQMT system, your factory must be producing on the day of the preliminary inspection, inspectors take samples, TBS laboratories test them against the relevant standard, and the decision rests on the inspection and laboratory reports. The licence is valid for one year and must be extended annually. TBS also says government sets aside funds each year to help micro, small and medium enterprises with certification, with an introduction letter from the nearest SIDO office. Food regulation, including registration of food premises and products, now sits with TBS rather than TMDA; see our guide to TBS and TMDA food registration. Ask TBS which standard covers your oil and whether any fortification rules apply to your product.
Cost drivers to plan for
We cannot give you a budget, but these are the cost areas that decide whether a mill is viable:
- Seed supply: price swings, transport to the mill and storage losses.
- Equipment: expeller, cooker, de-huller, filter and settling tanks. The World Bank note says refining machinery is expensive and that processors often lack knowledge of suitable processing and packaging methods.
- Power and fuel for pressing and heating.
- Packaging and labels, which often cost more per litre for small volumes.
- Quality control and certification, including testing and inspection time.
- Transport and distribution to wholesalers.
The note also names weak farmer and processor associations as a limit on bulk transactions, and proposes warehouse receipts and edible oil clusters. If you are a small miller, working with neighbours to bulk seed and share a filtering or packing line may beat going alone.
Frequently asked questions
Where is sunflower grown in Tanzania? The World Bank note highlights the Central Corridor, with Dodoma, Singida and Manyara discussed as growing and processing areas.
Do I need TBS certification to sell sunflower oil? Ask TBS which standard and registration rules apply to your product and scale. Many buyers also ask for the quality mark.
How do I keep oil from going rancid? Use dry, mould-free seed, filter well, store in sealed containers away from light and heat, and check stocks by taste and smell, as FAO advises.
What is sunflower cake used for? The World Bank note says it is used as livestock feed.
Can I sell sunflower oil on Comilmart? You can apply as a supplier, choose the category that fits your products, and list your oil once approved. We do not promise buyers or volumes.
Getting started
If you already press and pack sunflower oil, apply as a supplier at /apply-manufacturer. Applying is free. The form asks for your company registration number, tax number, business licence and registration certificate, at least two sample product images, your company mission, vision and core values and at least one B2B category. Admin review is stated as taking about 24 to 48 hours. Once approved, buyers can find you in the catalogue and ask for quotations, and you can respond to requests posted through /request-quotation. State minimum order sizes and packing clearly. You arrange and pay for shipping and delivery. Confirm all standards and registration steps with TBS first.
