SONCAP and PVoC for China Exporters: Factory Checklist (2026)

October 12, 2026

If you sell regulated products to Nigeria or Kenya, SONCAP and PVoC for China exporters is less about understanding the rules and more about being ready on inspection day. The schemes are explained in our standards and certification guide, so this article does not repeat that. Instead it takes the angle of a factory: what to prepare, what the official pages say about timing, and where factories lose days. Details are drawn from the Standards Organisation of Nigeria (SON) and the Kenya Bureau of Standards (KEBS) and are stated as of October 2026. Product lists, fees and procedures change, so confirm with SON, KEBS, the importer and your appointed inspection body.

First: does your product need SONCAP or PVoC?

SON describes SONCAP as a pre-shipment verification process checking that imports meet the applicable Nigerian Industrial Standards or approved equivalents, with a certificate or a Non-Conformity Report as the outcome. Its page lists exclusions, including food and drugs, certain medical products, and used products other than automobiles. KEBS, in its PVoC operations manual (Version 15, dated 19 February 2026), says PVoC is a conformity assessment applied in exporting countries. Do not guess: ask the importer for the exact regulated category and standard, and ask the inspection body to confirm your products.

Know who does what

SON's FAQ says the Product Certificate is issued to the exporter and is needed to open the importer's Form M, and that the SONCAP certificate is issued to the importer and consignment-specific. Importers handle the registrations in Nigeria, but the factory supplies technical data. In Kenya, the KEBS manual says importers submit the request for certification to a PVoC contractor and share the applicable Kenyan standards with the supplier, while exporters must ensure products meet the requirements, complete testing, facilitate inspection and obtain the certificate before shipping.

SONCAP and PVoC for China exporters: the factory preparation checklist

  1. Get the standard and the category in writing from the importer, before production.
  2. Prepare product technical files: model numbers, specifications, drawings and bills of materials.
  3. Collect test reports. KEBS says test reports must come from a recognised laboratory, with limited exceptions such as manufacturer lab reports for certain machinery, automotive and chemical products under specific ISO or IATF conditions.
  4. Have a Free Sale Certificate ready for Kenya. The manual says exporters submit it to the PVoC contractor before the Certificate of Conformity is issued.
  5. Prepare production-ready stock for sampling, packed and labelled as it will ship.
  6. Make sure markings, model names and labels match the paperwork exactly. See our labelling and packaging guide.
  7. Plan container access and sealing. KEBS's manual says that under Route A, containerised cargo from China must be sealed, with seal and container numbers shown on the certificate.

Timing: what the official pages say

SON's FAQ says the Product Certificate is generated within 96 hours, or within 24 hours if all qualifying documents and test reports are submitted on time and the products comply. It also states SONCAP is an offshore scheme and cannot be obtained once the consignment has left the country of origin. The KEBS manual says physical inspection is carried out within four working days of a complete request for sea cargo (one working day for air freight), unless the exporter requests a different date in writing, and the Certificate of Conformity is issued within two working days of final documents and payment for sea cargo (one for air freight). Importers or exporters must confirm the draft certificate within 48 hours of receipt, and the manual says KEBS does not allow amendments after issuance. These are stated targets; they depend on a complete file and on the inspection body's workload. Build a buffer into your production plan. For route details, see the KEBS PVoC manual, the SON SONCAP page and the SON SONCAP FAQ.

Common reasons factories lose days

  • Goods are not finished or packed on the inspection date.
  • Test reports are old, from an unrecognised lab, or do not cover the exact model.
  • The invoice, packing list and certificate disagree on names or quantities, so the draft needs correction. Fix it in the 48-hour window.
  • Production changes after inspection. A certificate is tied to what was inspected, so ask your inspection body whether a change requires re-inspection.
  • No one on the factory side owns the process. Name one person to coordinate with the importer and the inspector.

A non-conformity result is also possible. KEBS says goods with a Non-Conformity Report must not be shipped and are not allowed entry into Kenya. Fix the issue and request re-inspection rather than shipping.

Your rights as an exporter

The World Trade Organization's page on preshipment inspection notes the WTO Agreement on Preshipment Inspection establishes an independent review procedure for disputes between an exporter and a PSI agency, run by an Independent Entity with participation from the International Federation of Inspection Agencies and the International Chamber of Commerce. If you believe an inspection decision was unfair, ask your inspection body about its complaints process first. See the WTO page. Also see our export documents checklist.

Frequently asked questions

Who applies for SONCAP, the factory or the importer? SON's FAQ says the Product Certificate is issued to the exporter but is used by the importer to open Form M, and its own text is not fully consistent on who applies, so agree the split in writing.

Do I need PVoC for every product to Kenya? Regulated goods do. Ask the importer and your inspection body.

How long does inspection take? See the stated targets above; allow extra time.

Can I get SONCAP after shipping? SON's FAQ says no.

Does Comilmart arrange inspection? No. Verified Pro suppliers have inspection tracking tools on the platform, but certification itself is arranged with SON, KEBS and appointed bodies.

Getting started

If your factory is ready for SONCAP and PVoC for China exporters, show it to African buyers. Read /sell-to-africa, then apply at /apply-manufacturer. Applying is free, the form states review takes about 24 to 48 hours, and Comilmart cannot guarantee buyers or orders.
