Nigeria's Export Expansion Grant (EEG): How Manufacturers Qualify

The Export Expansion Grant Nigeria runs for exporters is a reward you earn after you export, not money you receive before. When you ship goods and the export proceeds come back into Nigeria through a bank, you can earn a credit worth a percentage of the export value. The rate depends on how much processing your product has had. Fully manufactured goods get the highest rate. This guide explains the rates, who can apply and what other export incentives Nigeria offers.
The information here comes from published guides and NEPC material. It is general information. Always confirm current guidelines, rates and forms with the Nigerian Export Promotion Council (NEPC).
What the Export Expansion Grant is
The Export Expansion Grant (EEG) is one of the main export incentives Nigeria gives to companies that export non-oil goods. It is not paid in cash up front. After you ship, and after you prove that the foreign currency came back, you receive a credit. You use that credit to reduce your tax bill or to repay approved loans.
EEG rates by product class
The credit is a percentage of export value. The rate depends on the class of product. Published guides give these maximum rates:
- Fully manufactured goods: up to 15%
- Semi-manufactured goods: up to 10%
- Processed or intermediate goods: up to 7.5%
- Primary agricultural products: up to 5%
Notice the words "up to". The final rate depends on how your product is classified. This is a good reason for a factory to add value before export. A processed product can earn more than a raw one. If you make shea butter, for example, check which class your exact product falls into before you plan your numbers.
What is an export credit certificate?
An export credit certificate (often called an ECC) is the document that carries your EEG credit. It can be used against federal taxes. It can also be used to repay approved loans. Ask your accountant how you would use it in your own tax position. Do not plan your cash flow around the credit until you hold the certificate, because approval takes time and rules can change.
EEG eligibility: who can apply
Published guides list these main points for EEG eligibility:
- You are a registered exporter with a valid NEPC exporter certificate. Our guide on how to export from Nigeria explains that registration.
- You have audited financial statements.
- You have an Export Expansion Plan.
- You can show that the export proceeds were repatriated, and that the Central Bank of Nigeria confirmed this.
The last point is where many applications fail. If the money did not come back through the right bank channel, you may not qualify for that shipment. Plan this before you ship. Tell your buyer which bank account to pay into, and keep every bank advice.
Other NEPC incentives for manufacturers
The EEG is not the only support. These NEPC incentives and related schemes are also described in published guides:
- Export Development Fund (EDF): support such as training, help to attend trade fairs and introductions to buyers.
- Manufacture-in-bond: if you import raw materials or intermediate inputs to make export goods, you can bring them in duty-free under a bank-backed security. The security is released after you export the finished goods and the proceeds are repatriated. If you want to know about manufacture in bond Nigeria rules, ask NEPC and Customs about the current conditions.
- Free trade zones and export processing zones: import-duty relief for companies that operate in the zone.
- AfCFTA and ECOWAS trade preferences: these need your goods to qualify as Nigerian-origin and to carry a certificate of origin from NEPC or NACCIMA. See our article on AfCFTA rules of origin.
How to prepare your EEG file
- Register with NEPC and keep your certificate valid.
- Keep audited accounts up to date every year.
- Write your Export Expansion Plan: your products, target markets and growth plan.
- For every shipment, keep the commercial invoice, packing list, shipping document and customs export papers.
- Make sure payment comes through a Nigerian bank and keep the bank confirmation.
- Ask NEPC for the current application forms, timelines and any new conditions.
Good records are the whole game. Factories that keep one folder per shipment, with all papers, find it much easier to apply. Payment safety also matters: read how to get paid by foreign buyers so that your money arrives in the right way.
Using incentives with trade finance
Incentives arrive after you ship. Your factory still needs cash to buy materials and pay workers before then. That is where finance comes in. Read our guide to trade finance for African SME manufacturers to understand the options.
Frequently asked questions
Is the EEG paid in cash? According to published guides, it is issued as export credit certificates that you use against federal taxes or to repay approved loans. Confirm the current form with NEPC.
Which products get the highest rate? Fully manufactured goods, with a maximum of 15% in the guides we reviewed.
Can I apply without an NEPC certificate? No. The exporter certificate is needed before you access EEG and EDF.
Do I need to bring the money back to Nigeria? Yes. Proof of repatriation, confirmed by the Central Bank of Nigeria, is one of the main conditions.
