Ghana FDA Registration for Food Manufacturers (2026)

October 13, 2026

If you make packaged food in Ghana, the Food and Drugs Authority (FDA) is the regulator you will deal with first. Ghana FDA registration for food manufacturers has two layers: a licence for your manufacturing facility, and registration for each food product you sell. Exporters face a third step, an export permit. This guide explains the layers using the FDA's own pages, read in October 2026, for processors in Accra, Kumasi, Tamale, Takoradi and elsewhere. Rules and fees change, so treat this as a map and confirm each item with the FDA before you apply.

The two Ghana FDA approvals: facility licence and product registration

Think of the facility licence as permission for your premises to make food, and product registration as permission for each product to be sold. Our general guide on product standards and certification in Nigeria, Kenya and Ghana shows how this fits with the other standards bodies. In Ghana, the FDA handles both approvals described here, while the Ghana Standards Authority handles product certification, which we cover in a separate article.

Ghana FDA registration step one: the facility licence

The FDA's guideline for licensing food manufacturing facilities (document FDA/FERD/GL-REG/2020/01, version 02, issued 20 April 2020) says that any firm or individual that manufactures for sale, sells, supplies or stores food products needs an annual licence, and that approval is required before manufacturing begins. For a new licence, the guideline lists:

  • The completed Manufacturing Facility Licensing Application Form (FDA/FM05/LOC/01).
  • A letter stating the intended purpose, addressed to the Chief Executive of the FDA.
  • Your business registration certificate.
  • Health or food handler test certificates for each production-line worker.
  • A Site Master File (new applications only).
  • An EPA Schedule to Environmental Permit, required for large and medium scale and possibly for cottage and small scale.
  • The non-refundable payment under the FDA's fees and charges instrument.

The guideline says local facilities undergo Good Manufacturing Practice (GMP) inspections, that a local licence is valid for one year, that renewal should start at least one month before expiry, and that licensing takes a maximum of 30 working days from submission if all requirements are met. The guideline also lists fees that depend on the scale of the facility, but they come from 2020, so we have not repeated them. Check the current FDA fees and charges page for the latest schedule, because the figures can change.

The FDA may cancel, suspend or withdraw a licence if the grounds for licensing prove false, if circumstances change, if the licensing provisions are breached, or if premises are unsuitable for making, packaging or storing food. Read the full text on the FDA guideline page.

Ghana FDA registration step two: locally made products

On its food registration page, the FDA says it processes new, renewal and variation applications for food and animal feed, with regular applications handled within 30 working days. It also describes a Progressive Licensing Scheme for small and cottage industries, described on the page as accelerating the growth of local industries, and a premium service at three times the regular fee with shorter timelines for some application types, excluding products that need laboratory confirmation or site verification. Ask the FDA whether your business qualifies for the Progressive Licensing Scheme.

The FDA's Locally Manufactured Food Product Application Form (document FDA/FER/FOR-01, version 02, effective 13 September 2024) shows what you need to prepare. The notes on the form list:

  • A copy of your business registration certificate.
  • A Certificate of Analysis for each product and variant.
  • A sanitary or phytosanitary certificate and a radiation certificate, where applicable.
  • Records of any investigation into whether the product's ingredients are harmful to health.
  • Model labels for each product and variant.
  • For renewals, a copy of the previous registration letter or certificate.

The form also asks for your company TIN, the manufacturer's details and facility location, the brand name, a description and the variants, the packaging, storage and handling conditions, the shelf life, the label language, the samples submitted, and a brief description of the production process. The form does not state fees or validity, and we did not find a local-product validity period on the FDA pages we could read, so ask the FDA directly. The FDA also publishes a list of guidelines for local food products, including a sample schedule, general labelling requirements, registration requirements for locally manufactured pre-packed products, and guidelines for repackaging. Start from the FDA food registration page.

Ghana FDA export permits for food products

If you export, the FDA's imports and exports control page says exports of regulated products are controlled under the Public Health Act 2012 (Act 851) and that permits are managed on the ICUMS platform. To apply, you submit a letter of intent to FDA Head Office at Tema or to any FDA Regional Office, attaching a packing list, a commercial invoice, a copy of your FDA product registration certificate, certificates of analysis and phytosanitary reports where applicable. The page states that every export must be accompanied by an approved Export Permit and a Manufacture and Free Sale Certificate, and that import and export permits are valid for one year. Palm oil consignments must be tested for Sudan IV dye before export. The page lists common applicant errors, including wrong applicant details, incorrect product names or registration numbers and the wrong form. Read it on the FDA imports and exports control page. For the wider export process, including GEPA registration, see our article on GEPA export registration for Ghanaian food exporters.

A practical order of work

For most manufacturers, a sensible sequence is: register your business, prepare premises and worker health tests, apply for the facility licence, prepare labels and laboratory results, apply for product registration, and only then approach large wholesale and supermarket buyers. The labelling advice in packaging, labelling and shelf life helps you design model labels that suit both the FDA and export buyers. Keep every certificate and receipt in one folder, because renewals and buyer due diligence both ask for them.

Frequently asked questions

Do I need a facility licence and product registration? The FDA pages describe them as separate approvals. Confirm with the FDA which apply to your business.

How long does Ghana FDA registration take? The FDA food registration page says regular applications are handled within 30 working days, and the facility licensing guideline gives a maximum of 30 working days when all requirements are met. Delays can occur if documents are incomplete or laboratory work is needed.

Is there a quicker route? The FDA offers a premium service at three times the regular fee for some application types, with exclusions. Check eligibility with the FDA.

Does the FDA also approve exports? It issues export permits and a Manufacture and Free Sale Certificate as described above, alongside other agencies such as GEPA.

How does selling on Comilmart relate to FDA registration? Comilmart supplier verification is separate. Registered products and licences make buyers more comfortable, but you remain responsible for compliance. Ask Comilmart about payment methods through live chat or /contact-us.

Getting started

Once your Ghana FDA registration for food products is in place, or while you are completing it, apply as a supplier at /apply-manufacturer. It is free to apply, and the form asks for your company registration number, tax number, business licence, registration certificate and at least two product images. Admin review is stated as taking about 24 to 48 hours. Choose the category that fits your products. As of October 2026 the FDA pages above were current in our reading, but always confirm the latest forms, fees and timelines with the FDA before you submit anything.
