China Export VAT Rebate: Effect on Your Africa Prices (2026)

October 12, 2026

Many Chinese exporters know the China export VAT rebate as a tax mechanism that can ease the cost of selling abroad, yet few know how to reflect it in a quotation to an African buyer. The honest answer is that your price should be built from your real costs, with the rebate treated as a separate, carefully verified item. This guide explains what official sources say about export refunds, how to think about them when quoting, and shows a clearly hypothetical calculation. Everything is stated as of October 2026. Tax treatment depends on your taxpayer status and your products, so confirm the rules with the State Taxation Administration (STA), your local tax bureau and your accountant before you rely on any figure.

What official sources say about the China export VAT rebate

Chinese tax authorities refer to export refunds (exemptions). The STA's English page on export refund management describes work to speed up and simplify refunds of taxes on exports, including paperless filing for enterprises rated Class A and Class B and big-data risk analysis covering registration, tax filings, refund approvals and VAT collection. It reports total export refunded (exempted) taxes of RMB 1,574.02 billion in 2019, up 4.8% year on year. An STA English news page carrying a China Daily report (2022) gives combined tax refunds and exemptions of RMB 1.64 trillion from the start of that year to 10 November, up 14.9% (STA page).

These figures show that export refunds are a large, routine part of China's tax system, but they say nothing about the refund you will get on a given product. Rates and eligibility are set by Chinese rules that we have not reproduced here, because we could not confirm current rates on an official English page. Do not use a rate you heard from a trade friend; ask your accountant for the exact treatment of your HS code.

Why filing and records matter

A Q&A from the Shenzhen tax authority (published 9 January 2025), about small-scale VAT taxpayers exporting VAT-exempt goods, says eligible entities must file records with the tax authorities and that the authorities manage these qualifications through record filing rather than approval. Your own filing duties depend on your taxpayer type, so ask your accountant. A Xinhua report (23 April 2022) on a circular released jointly by the STA and other government bodies said the measures included simplifying application procedures, increasing data sharing between customs and tax departments, and giving firms with better credit records easier customs clearance and tax refund processing. In practice, that means your export declaration, invoice and accounting records should tell the same story. See our customs registration guide for the setup side.

Why the China export VAT rebate is a cash-flow item

An export refund is received after the goods have been exported and the paperwork has been processed. The STA page carrying the 2022 China Daily report says the average refund time had fallen to six working days that year, and three working days for creditworthy enterprises; the STA export refund management page (updated October 2020) says regular refunds were kept within 10 working days. These are averages reported by the authority, not promises for your company, and they do not start the day the container leaves. If you offer your African buyer 60 days of credit, remember that the rebate and the buyer's payment arrive at different times. See payment terms and Sinosure for ways to manage that gap.

A hypothetical pricing calculation

The numbers below are hypothetical and for illustration only. They are not tax rates, and they are not advice. The aim is to show the logic of separating the refund from the base price.

Item (hypothetical, USD per 1,000 units)Scenario A: no refund countedScenario B: refund of 30 counted
Materials, labour and overhead800800
Tax cost your accountant says you cannot recover5050
Refund your accountant confirms you will receive0-30
Net cost850820
Price for a 15% margin on price (net cost divided by 0.85)1,000965 (rounded)

In this example, the refund could either improve your margin at the same price or let you quote about 3.5% lower. Which you choose is a commercial decision. Two cautions: first, only count a refund that your accountant has confirmed for your product and taxpayer status; second, never quote a price that works only if the refund arrives on time.

How to present it to African buyers

African importers compare quotes on landed cost, not on your tax position. Quote clearly on the agreed trade term, for example FOB or CIF; our guide to what to quote African buyers explains the choices, and the landed cost guide shows how buyers add freight, duty and local costs. Do not list the rebate as a line item on the buyer's invoice unless your accountant and the contract require it. Keep your price list stable, and revisit it when your costs change, not when a refund arrives.

Frequently asked questions

Do all Chinese exporters get a VAT rebate? No. Treatment depends on your taxpayer status and the product, and some goods may be exempted rather than refunded. Ask your tax bureau or accountant.

What is the rebate rate for my product? We cannot give one, because we could not verify current rates on an official English page. Your accountant can confirm the rate for your HS code from the current notices.

How long does a refund take? The STA page reports an average of six working days in 2022 and three for creditworthy firms, but your experience may differ.

Should I lower my price to African buyers because of the rebate? Only if the refund is confirmed and the lower price still protects your margin. See the hypothetical table above.

Does Comilmart handle tax refunds? No. Tax and customs matters sit with you, your accountant and your forwarder.

Getting started

Once your China export VAT rebate position is clear, you can price confidently for African buyers. See how the marketplace works at /sell-to-africa, then apply as a supplier at /apply-manufacturer. Applying is free, and the form states admin review takes about 24 to 48 hours. Comilmart cannot guarantee orders or prices, but listing tiered pricing and MOQs lets buyers compare your offer fairly.
